Together toward tomorrow: How housing co-operatives are building retirement security through collaboration

Written by CSS Pension Plan | October, 14 2026

Co-operatives have long demonstrated that organizations can achieve more by working together than they can alone. The partnership between the Co-operative Housing Federation of Canada (CHF Canada) and the Co-operative Superannuation Society (CSS) Pension Plan is an example of this principle in action.

Together, we are working to create a simple, co-operative retirement solution that helps strengthen financial security for employees while supporting the long-term sustainability of housing co-operative organizations.

The strength of a shared approach

Today, 14 housing co-operative organizations participate in the CSS Pension Plan, collectively representing approximately $18.8 million in pension assets and supporting 124 active members. While each housing co-op participates in CSS as an individual employer, the outcome is not 14 separate pension plans. Instead, participating organizations are part of a single multi-employer pension arrangement designed to serve the needs of participating employers and their employees.

This distinction matters.

For many housing co-operatives, creating and operating an independent pension plan would present significant challenges. Maintaining a standalone pension plan can be complex, costly and resource-intensive, with responsibilities ranging from governance and investment oversight to administration, regulatory compliance and member communications.

Through a multi-employer pension plan like CSS, housing co-ops can access shared governance, professional investment management, pension administration and specialized expertise. This allows participating organizations to benefit from economies of scale while reducing their individual administrative burden.

It is co-operation among co-operatives put into practice.

Supporting employees and stronger workplaces

The collective impact extends beyond operational efficiencies.

A strong workplace retirement savings program is often an important component of an employee's compensation package – and overall wellbeing. It can support long-term financial security and retirement readiness while helping organizations attract and retain talented employees.

Employees of participating co-operatives also have access to complimentary retirement advisory services through CSS, along with online planning tools, calculators, resources and workshops. Together, these supports can help employees build financial confidence and take meaningful steps toward the retirement lifestyle they envision.

Building security through co-operation

The partnership also reflects a broader principle at the heart of the co-operative movement: bringing people and organizations together around a shared purpose. According to Canada Co-op’s Power the Economy Report, 84% of Canadians believe collective ownership helps build stability and security.

More than 250,000 Canadians live in member-governed housing co-ops, with housing costs cited as $400 to $500 per month below market value for comparable units (Canada Co-op, 2026). The employees who support these communities play an important role in helping make life more affordable for Canadians.

The same idea of collective strength applies to retirement saving. When members come together through the CSS Pension Plan, their savings are pooled, creating scale that supports access to a sophisticated investment structure at an expense level lower than most retail products.

Each participating housing co-operative contributes to a stronger collective arrangement, creating value for employees and the organizations and communities they serve.

Together toward tomorrow

The relationship between CHF Canada and CSS demonstrates what co-operatives can achieve by working together.

As the partnership continues to grow, the focus remains on helping more housing co-operatives explore the benefits of a shared retirement solution. By working together, co-operatives can strengthen workplaces, support employees’ retirement security and continue demonstrating the enduring value of co-operation among co-operatives.

About the partnership

The CSS Pension Plan and CHF Canada partnership was established to increase awareness of retirement readiness and workplace pension solutions within the housing co-operative sector. Through shared education, outreach and engagement activities, the partnership supports housing co-operatives in exploring opportunities to strengthen employee financial wellness and long-term retirement security.
